- Clarified authorization rule to be consistent with SCA marshal activities, which allows practicing to occur at events and practices (vs. “in the process of authorizing”).

- Clarified language on youth, due to the expansion and definition of “Equestrian Activities” that was added to the 2016 rules. Age 5 years and up continue to be able to authorize or participate as ground crew. Ensures under 5 years are not excluded from handling, petting, pony rides, or other non-authorized activities.
