#Marshals higher in the chain of command have the ability to exclude participants from a larger scope of activities or for a longer time.
#If you are a marshal in the chain of command, and you don't feel you comfortable making the decision or are not sure you can make a decision fairly, you can and should recuse yourself (i.e. voluntarily excuse yourself and ask another marshal of the same or a higher rank to make the decision).
